When is damp not damp?

We recently inspected a property where the client said had “raging dampness”
As you can see from the photo, there is definitely a problem and a vusial inspection did indeed show the surface of the wall to be damp, however, as you can see from the photo, moisture meter readings taken into the plaster gave dry results.
The damp experienced by the occupier is due to Condensation which is an intermittent type of dampness.  One day the wall can be damp, the next dry.

A new DPC would not stop this type of dampness and in theory all that is required is for the occupier to maintain a balance between heating and ventillation.
